Victoria Police rolls out mobile app to boost frontline work

Mon, 2nd Jun 2025

Victoria Police has commenced deployment of a new mobile application developed on the OutSystems platform to enhance operational efficiency among frontline officers.

The application, which has been launched following a project announcement earlier in the year, has been designed to streamline field operations, improve officer productivity, and assist with issuing electronic penalty infringement notices (ePINs). The development of the app was carried out in partnership with PhoenixDX, an OutSystems partner, to address the unique requirements and operational needs of Victoria Police's officers.

The initiative is part of Victoria Police's ongoing digital transformation strategy, with the aim of leveraging technology to enable officers to spend more time focused on community safety and frontline duties, rather than on administrative work. The new application allows police officers to generate and process penalty notices directly from their mobile devices in a matter of minutes. This transition to digital has significantly reduced the volume of paperwork and addressed administrative backlogs within the force.

The mobile app features an interface aimed at supporting ease of use. Officers are able to issue citations promptly via their devices, with the solution also designed to ensure compliance with legal and regulatory requirements throughout the process. This development forms part of broader efforts to equip officers with tools for more accurate and expedient completion of administrative tasks.

Victoria Police's collaboration with OutSystems and PhoenixDX was key to the delivery of the solution. The project focused on ensuring operational and security needs unique to the police force, creating a technology deployment that is not only effective today but is also adaptable for evolving needs in the future.

Paul Arthur, Vice President for ANZ at OutSystems, described the platform's role in flexible and iterative development: "The ability to rapidly develop and iterate critical applications is what makes OutSystems stand out. With this solution now live, Victoria Police can continuously refine and enhance functionality based on officer feedback, ensuring it remains a vital tool in the field."

Pedro Carrilho, Managing Director at PhoenixDX, drew attention to the advantages of partnership and shared expertise in the project's success, stating: "It has been a privilege to develop applications that directly support the community and front-line mobility teams. This achievement was only possible through a strong partnership with multiple stakeholders and a deep understanding of sworn officers' operations in the field. By working as one integrated team and leveraging a Platform & Agile delivery approach, we ensured officers have the tools they need to work more safely and efficiently in the field."

The mobile application is currently being used by Victoria Police frontline officers and is expected to set a precedent for further digital initiatives. In line with this success, Victoria Police has outlined plans to expand its use of the OutSystems application development platform to support additional applications.

Victoria Police provides policing services to the Victorian community around the clock. Its mission centres on community safety, law enforcement, and the maintenance of public order, supported by strategic digital advancements such as this new application.
